The Comedian.
His real name is Edward Morgan Blake and as the Comedian he was a skilled superhero with great hand to hand combat skills and kept himself in great physical condition.  This superhero basically did not have a moral compass and would do what he had to do to get the end result. He was one of 2 to be a government sanctioned vigilantes after the Keene Act was passed.

Rorschach.
Born as Walter Kovacs and is a vigilante and continues to fight crime even after the passage of Keene Act.  He does not believe that there is a gray area and that things are either black or white in the sense and has a relentless pursuit of justice.

The Nite Owl.
His real name is Daniel Dreiberg, who has special technological abilities and has built a special suit and other “owl” gadgets that gives him an edge when fighting his foes.  He is not in the best shape as he does not have any real superhuman powers and relied mainly on his gadgets for fighting crime.

Ozymandias.
When not trying to stop the world from nuclear destruction Ozymandias was known as Adrian Veidt.  He did not have any superhuman power but was increditably smart. He put himself through extreme physical conditioning and was as close to having superhuman power as one could get.  He had mastered the art of fighting with being able to outsmart his opponents.

Silk Spectre II.
Her real name was Laurel Jane Juspeczyk and though she did not posses superhuman power she stayed in top physical shape and was a master in several combat and martial art forms of fighting.
She is the daughter of the first Silk Spectre, Sally Jupiter, and with some controversy her father is The Comedian.

Dr Manhatten.
Dr. Jon Osterman was the other government sanctioned vigilante after the passage of the Keene Act that banned vigilante crime fighters. He was the only superhero with true superhuman power as he was changed into a blue-skinned hero after a lab accident and now has special powers that include telekinesis, changing his body size, density, and strength.  He also has the ability to see the future and is working with the government to try and slow the growing cold war between the West and the Soviet Union.

The Watchmen was based on a limited comic book series that was published by DC Comics during 1986 to 1987.  The main characters were mostly humans without any superhuman powers that were vigilantes fighting crime.  With the passage of the Keene Act which outlawed these types of crimefighters, most retired and would still pursue fighting crime with their specialties. There were two government sanctioned superheros (The Comedian and Dr. Manhatten) along with Rorschach who were still wearing their costumes fighting crime.
